When Penny Gordon, a girl who lives in the Gilbert Avenue Apartment Projects where Willona and Evanses reside, is discovered to be a victim of child abuse by her mother Lenela (Chip Fields), Willona, along with the Evanses, seeks to try to get help for her, by taking her to a nearby hospital to get treated for bruises on her back and an iron burn on her arm.
The doctor who treated her, Dr. Blake (Bob Delegall) and Willona then get into a debate as in how to determine on how Penny get bruised. Anyhow, later Dr. Blake, showing remorse for his handling of Penny's case, has a change of heart, asking Willona for his attitude towards her in the ER, and informs her the he called the police about the matter, who referred the case over to Mrs. Carpenter, who works with the Illinois State Dept. of Child and Families Services.
Upon her visit, Mrs. Carpenter tries to get all the required information needed to give a report to the DCF office, but J.J., who insists on her meeting Penny and her mother, saying that they should "hustle their butts" over to the Gordon apartment; when they arrive there, Bookman, who's preparing the room for another perspective tenant tells them that Mrs. Gordon "took Penny and left".
When it turns out that Penny managed to break away from her mother, and was hanging around, hiding from her mom around the Evans' apartment, Mrs. Gordon, now flanked with a cop, and Willona, who like the Evans, doesn't know that Penny is hiding in the Evans' apartment, have it out.
Anyhow, after the confrontation, which Penny sees her mom crying, and emerges, and after Lenela breaks down, and winds up abandoning Penny, Mrs. Carpenter returns to see how things are holding up; as she prepares to have Penny stay in a temporary foster home, Penny reveals her wish to stay with the Evanses, namely because of her crush on J.J..
When it's agreed that none of the Evanses were in a place to care for her, Willona steps up and decides to try to gain custody of her, with Mrs. Carpenter's approval.
In the final episode of the four-episode story arc, "The Evans Get Involved: Part 4", the handling of Penny's case is assumed by Mrs. Dobbs (Alice Ghostley), who apparently is the head of the DCF office where Mrs. Carpenter works.
